IRCC Updates

November 25, 2025

Ottawa, November 25, 2025 —

The international student cap limits the number of study permit applications that Immigration, Refugees and Citizenship Canada (IRCC) accepts into processing yearly. Introduced in 2024, it has been an effective tool in slowing the growth of Canada’s temporary population, with the number of study permit holders dropping from over 1 million in January 2024 to about 725,000 by September 2025.

While this progress is significant, further reductions are needed to meet our commitment of reducing the share of Canada’s temporary population to below 5% of the total population by the end of 2027.

News release

November 21, 2025Ottawa—Canada has taken an important step toward modernizing its citizenship laws. Canadians excluded under outdated rules will have a fair, clear way to pass citizenship on to their children born or adopted outside Canada.

Bill C-3, An Act to amend the Citizenship Act (2025), has received royal assent. This represents an important milestone in making the Citizenship Act more inclusive, while maintaining the value of Canadian citizenship.

Once the new law comes into force, Canadian citizenship will be provided to people born before the bill comes into force, who would have been citizens if not for the first-generation limit or other outdated rules of past legislation.

Speaking notes for the Honourable Marc Miller, Minister of Immigration, Refugees and Citizenship: Canada takes action to support housing with new immigration measures

Speech delivered on Friday, March 7, in Toronto, Ontario

Hello.

I would like to acknowledge that we are gathered on the traditional territory of the Wendat, the Anishinaabeg, the Haudenosaunee and the Mississaugas of the Credit First Nation.

Thank you all for being here today. Thank you to the College of Carpenters and Allied Trades, for hosting us.

Immigration is fundamental to Canada’s prosperity. That’s why in the Fall, through the 2025 to 2027 Immigration Levels Plan, I laid out and announced a comprehensive approach to immigration planning that’s aimed at supporting responsible population growth while balancing the challenges facing many communities in Canada.

News release

November 9, 2025 – Halifax, Nova Scotia

Climate action is not only a moral responsibility—it’s an economic necessity. The global shift to a low-carbon economy is accelerating, changing how growth happens and where capital flows. To stay competitive, Canada must catalyse investment across clean and conventional sectors so our industries can meet the world’s rising demand for low-carbon products and energy. In the face of global uncertainty, Canada’s new government is focused on what we can control. How we respond to the challenge of climate disruptions will influence Canada’s economic competitiveness, drive new investment opportunities and shape our global standing for generations to come. Canada must take action to fight climate change, drive down emissions and invest in building the economy of the future.
